Governance als Aushandlungsprozess
“Governance” ist einer der meist verwendeten Termini in der modernen sozialwissenschaftlichen Forschung. Trotz dieser Popularität lassen gegenwärtige Debatten über „good governance“, „democratic governance“ und „governance reform“ viel zu wünschen übrig, wenn es um konzeptionelle Klarheit und Kontextualisierung geht.
In diesem Forschungscluster verstehen wir unter „governance“ einen kontroversen politischen Raum, innerhalb dessen gesellschaftliche Akteure darum konkurrieren, ihre Interessen und Ideen zu vertreten und in Politik zu übersetzen. Politische Autorität, Spielregeln und Zuständigkeiten werden in einem multi-skalaren Prozess und auf lokaler, nationaler und regionaler Ebene stetig neu verhandelt. Die Absicht des Clusters ist, kontroverse Formen der Governance zu beleuchten, die sich eurozentrischen Modellvorstellungen entziehen. Auseinandersetzungen finden dabei auch jenseits des Nationalstaats und in transregionalen politischen Räumen statt. Diese Kontroversen selbst bilden die Bühne für politische Transformationen.
Unsere Forschung in Afrika, Asien, Lateinamerika und dem Nahen und Mittleren Osten nimmt sich der Frage an, was Veränderungen auslöst: wer sind die Akteure, wo findet Veränderung statt, wie läuft diese ab, und was sind die Gründe dafür? Dabei beziehen wir verschiedene komparative und kontextuelle Perspektiven mit ein. Der Forschungsansatz unterscheidet zwischen institutioneller und normativer Veränderung, und bezieht sowohl die räumliche als auch die zeitliche Dimension mit ein. Unsere Forschung beschäftigt sich auch mit Konflikten über natürliche Ressourcen und deren Verteilung; sie versucht zu ergründen, welche Machtasymmetrien bestimmten Regierungsformen und –strategien zugrunde liegen, und schließlich auch, wer und was institutionelle Reformen und politische Neuerungen vorantreibt oder begrenzt.

Zwei zentrale Forschungslinien bestimmen unsere aktuelle Arbeit: Zum einen steht die Governance und Planung transnationaler Infrastrukturprojekte im Globalen Süden im Mittelpunkt, die nicht selten mit lokalen Konflikten einhergeht. In dieser Forschungslinie haben wir 2021 und 2022 Forschungsgelder eingeworben und Workshops organisiert.
Zum anderen fragen wir, inwiefern demokratische und autoritäre Elemente gegenwärtig ineinanderfallen und daraus neue Herausforderungen für unser Denken über Politik entstehen. Dabei interessieren uns vor allem Perspektiven, die diese Entwicklungen nicht ausschließlich auf der nationalstaatlichen Ebene betrachten, sondern politische Prozesse in der Stadt lokalisieren. Welche Akteure befördern, profitieren von oder leiden unter autoritären Praktiken in urban politics? Zugleich werden transnationale und globale Verbindungen offenbar immer zentraler: Wie verhalten sich autoritäre Entscheidungsprozesse verschiedener institutioneller scales zueinander und inwiefern sind sie global verknüpft?
