Whenever possible, the Arnold Bergstraesser Institute (ABI) publishes its most important research findings in leading peer-reviewed journals and prestigious series. The Institute's own Working Paper Series (with in-house peer review and language editing) underscores this mission. The ABI publishes the International Quarterly for Asian Studies, a leading, peer-reviewed academic journal for Asian research.

Focussing on the inclusion of those primarily affected as stakeholders (refugees and other migrants), this article addresses a key ambition of the compacts themselves. We employ an ‘inside-outside’ perspective and firstly ask: which groups participated in the consultative pro- cesses, what agenda did they set ‘inside’ the meetings, what alliances did they establish and how did they influence the outcomes? Secondly, we investigate what kind of advocacy took place ‘outside’ of these formalized spaces and what impact it had?

While existing resource extraction debates have contributed to a better understanding of national economic and political dilemmas and institutional responses, there are flaws in understanding the specific relevance of the various types of mining schemes for rural households to deal with the various problems they are confronted with. Our paper examines the perceptions of gold mining effects on households in Northern Burkina Faso.

In Guerrero, Mexiko, sehen wir einen Mann mit Vollautomatikgewehr im Schatten einer Zeltplane am Tisch sitzen. In einem Artikel der britischen Zeitung The Guardian bezeichnet sich der Mann als Teil der Stratege einer bewaffneten „Selbstverteidigungsgruppe“, die behauptet, sie verfüge über 9.000 Mann. Hundert davon seien zum Töten ausgebildet: “[A] team thatcomes to destroy”. Was nach einem billigen Actionfilm klingt, zeigt einerseits die zersplitterte und schwer durchschaubare Sicherheitslage in Mexi-ko.

Chad belongs to the few countries of the Sahel with a substantial Christian minority in a predominantly Muslim society. It is situated next to states affected by Islamist violence or terrorism and is also touched by terrorist attacks. However, despite a devastating civil war after independence between Muslim and respectively Christian dominated ethnic groups, thus far Chadians have demonstrated a positive attitude toward religious cohabitation.

Improving cooperation on the return and readmission of West African migrants has been central for the EU in recent years, yet return numbers remain low. In West Africa, the issue of return, and in particular forced return, remains highly sensitive. Cooperating with EU member states on forced return may hurt the domestic legitimacy of governments in countries like the Gambia, Nigeria, Niger, and Senegal. While cooperation on return may help to attract development funds, governments and citizens fear a loss of remittances in the case of large-scale returns.

The decline in the smuggling of people from Indonesia to Australia since late 2013 is primarily attributable to unilateral deterrence policies under Australia’s Operation Sovereign Borders, rather than to bilateral or multilateral cooperation in enforcing anti-people smuggling laws in the region. Yet, more than 30 asylum-seeker boats have departed from Indonesia since that time. Australia’s handling of one boat in particular stands out, not least because of the intense media attention it attracted.

Critical insights on irregular migration facilitation: global perspectives

Worldwide, children and teenagers are recruited for activities related to people smuggling. The reasons for their recruitment range from the lower cost of their labour and their readiness to obey orders to their perception within smuggling operations: since children have a low chance of being prosecuted, it is often believed that laws are more lenient when they are tried for their involvement in smuggling.

The multi-directional nature of labour migration flows has resulted in an increasing number of countries having become both senders and receivers of regular and irregular migrants. However, some countries continue to see themselves primarily as senders and so ignore their role as a receiving country, which can have negative implications for the rights of migrants in their territory.

Asylum seekers and refugees currently living in Indonesia tend to see Indonesia as a transit rather than a destination country, despite the fact that their stays are increasing in length. Based on contact with Muhamad (not his real name), a young refugee from Iran currently residing in Indonesia whose adjustment and development I observed over four years, I illustrate the changing priorities in his decision-making, the constant flux of circumstances and context, and the extreme complexity of primary and secondary factors that come into play in planning for the future.

Roughly 38,500 Gambians left the country through ‘irregular’ means between 2013 and 2017. Today, almost every family has ties abroad. The influx of immigrants to Europe and elsewhere was caused by political oppression under the long-serving former president Yahya Jammeh. His oppressive politics also severely affected the economic prospects of The Gambia’s young population.
